Yes, the seller will allow inspections completed at the buyers cost. It it is accepted in the contract. The buyer must comply with de/re-winterization requirements if water is to be turned on. All inspections including appraisals must be done on the same day.
VA requires inspections done prior to the offer being submitted.
Property must be de-winterized before inspections because the water meter and all valves are in the open position, in order to keep the pipes from busting during freezing weather. If the property is not de-winterized properly the house could sustain damage. Re-winterization in only required between October-April.

No, the seller requires their own contractor to complete the work. This limits the liability for all parties. The contractors information will be provided once the inspection forms have been signed by the buyer
The offer desk will send you several forms to complete regarding inspections. Once those are completed and signed, please fax them back. You will then receive a fax with the information regarding the contractor and utilties.
You will need to fax an addendum (along with the inspection report) to the offer desk. The addendum needs to include what damages and any action you would like the seller to take. Please include and estimates with the addendum. Please keep in mind the property is being sold in as-is condition. Seller may not do any repairs.
